Because Liverpool put lawyers on to every media outlet to keep them quite, this is an actual fact as confirmed by one of the journalists recently.I may have said this previously on here but I do wonder was the reason City didn't pursue this at the time was because it is a criminal matter and as such the ex employees who hacked could face arrest/court etc.
City didn't want them to face legal preceedings but still wanted compensation for the stolen material.
