It was a tax on the poor or at least it shifted much of the tax burden of the nation onto the poorest.

A poll tax has been used thousands of times throughout history and it has a certain fairness to it if you rank payment structures by social class. The way that the Tories implemented it though was really badly planned and it ultimately contributed to Thatcher's downfall.

I'll give you one reason, you only need one.

It totally benefitted the very rich people at the expense of the poor. Mansions saw their rates bills slashed from thousands of pounds, tens of thousands of pounds a year to hundreds. Poor people saw their rates rise from the low hundreds to mid to high hundreds.

People who live in mansions and very well to do areas receive far better services than people who live on council/sink estates.

The one thing that epitomises the very nature of Conservative MP's and values.
