Absolutely not. What Mancini did he was well within his rights to do. But it was what was best for him and not what was best for the club. In my very humble opinion, if you're paid a whacking great fortune and have owners like we have who are hands off and let you run Carrington as you see fit, you should show them a bit more respect than to constantly be playing political games to increase your own power base.
