1) no one has suggested an amount they'd be happy with as the maximum

I'd generally agree with that. How does a maximum wage solve that though? Businesses or people will just move elsewhere where they can give or earn a wage above £X. That, in turn, will mean a big tax contributor is leaving the UK.
