I don't think he was talking about the competitiveness of the league, it's more about stopping decisions like the ESL being made behind the scenes(against the will of the fans) in the future. You're right though, with a 50+1 rule the competitiveness will probably go down if anything, looking at the Bundesliga, unless spending caps are put in place too.
