The western countries seem to be portrayed now as holy crusaders once again.

It was public knowledge that Abromovich made his money by supporting Putin and has been influential in choosing the top figures in Russia politics/defence for decades. He owns a steel company that is making Russian tanks. I have not read the same reports on Mansour.

As you say, it’s hypothetical and we would not necessarily find out until a war broke out and he was sanctioned.

It comes down to if you genuinely believe city are state owned or not.
