Mobile internet

My mate has just moved into a flat on a short let, BT want £160 just connect his phoneline, no cable.
So he currently without internet, and was thinking about getting something from 3, voda,etc etc.
Any advice,

its alright if you only use it for browsing and not downloading stuff. My sister has the three broadband. i think she pays about £15 a month but has a 3gb cap. find them here

Vodafone has very good coverage but it costs about £30 a month. 3 is the cheaper option not sure on coverage

I read somewherethat t-mobile start throtting your downloads after 3GB but don't stop you completely.
