He has been named as Chingiz Anarbek Uulu from Kyrgyzstan.
It’s been reported that the last thing posted on a Facebook page belonging to someone with that name was a passage from the Koran.
You would need a very vivid imagination if you’ve watched the footage and don’t think it’s deliberate.
Putting all that together I don’t think it’s unreasonable to speculate that it may have been an Islam related terror attack, even though it looked a fairly poor opportunistic effort that didn’t appear to be well planned.
Russians officials trying to cover it up is no surprise either.

Anyone claiming this is an accident has a burden of reason on them, namely explaining the reasoning as to how they think it could be an accident. That imo would take some serious mental gymnastics.
