I think this is purely based off last season as the comments say.

Real Madrid missing completely.

Ajax and Spurs above City(biggest giveaway after Real being missing) because they got further in the CL.

Chelsea and Arsenal because of the Europa League final.

Not sure how Barcelona and Chelsea are above Liverpool if they won the CL though.
