I think he's been fit since mid February. He has played only 4 games as a starter this season - all in November, while Portu was injured.
They are very similar players, and Portu is clearly the superior one. Another poorly planned loan from CFG, unfortunately.
A bit harsh, he had just started to establish himself when he got injured, there's no accounting for injuries when plans are being layed.
He would have been a rotational option at best regardless of the injuries. Loaning a young left-footed RW to a team that have a left-footed RW as their best player is a poor move, wrote about it at the start of the season.
City could do much better with the loans.
In fairness I think our hands are tied with some players, we just can't find a club that wants to take them. Doesn't seem like there was any clubs bashing the door down for Roberts so we used our influence and put him at Girona and for a brief month it looked like it might be paying off.

His level is probably championship. Will have a good career in football just not in the top elite
