PC won't boot up

Presuming you've got a Win 7 CD put it in (making sure that it can boot off the CD drive) and try the various repair options.
 
Any life at all? Does the fan come on at the back? On the CPU?

Is the RAM seated properly? Any lights on the motherboard?
 
First thing I'd do mate, get an external hard drive ready to make a back up. Then get a Linux ISO like Ubuntu and burn it to a USB, interest the USB and boot the PC. Hopefully you'll be in a live Linux session running off the USB stick, then simply copy you're files over to your external hard drive and do a fresh install of windows (or Ubuntu if you're feeling adventurous)
