Pep made a clear statement about playing kids post match Rotherham being asked about Foden:

(something like)
"We [the coaching staff] are here not so nice people. We don't put them on the pitch because he is a City fan or a nice guy,
but because we believe he can do it."

That certainly is his general view about any player, also youth.
They don't want to do anybody a favour, they are interested in success in the first place.

Could we please remember that statement in our future pre match line-up suggestions? ;-)

Watch Pep at 7:28...

Well if they don’t believe that a single one of the kids in the EDS could have come on today for 20 minutes then something has gone drastically wrong somewhere. All that money spent on the Academy, buying kids from all over the globe and Pep and the coaches don’t believe any of them are good enough to play for the first team.

Maybe they have some more important points on their radar
which you are leaving out of your consideration, mate. :)

Of course it's as black and white as that

Accadamy pays for its self tenfold. That statement about playing them when Pep and his team think they are good enough is good and keeps the standard very high plus when Pep does pick you the lift that will give the player because he knows Pep thinks he is good enough.

I have no problem with that standard. It should apply to all players and as Walker has found out recently, it clearly does!

It pretty much is. Pep decided he’d rather have two centre backs on the bench, and two players who ran themselves into the ground on Thursday night then he would a single youth player.

As is the right of the best manager in the world,he see's what we don't,we don't hear what txiki and khaldoon tell pep about what they want him to focus on,as i said...

Pretty sure Laporte was there in case Zinchenko had a shocker.

Honestly I think he was treating this like any other weekend fixture. Keeps to the routine the players are used to and doesn't risk unsettling things too much. Not saying that would have happened, it's just my theory.
