I think the fact that at both Barcelona and Bayern his usual starting 11 contained probably half those who would then go on to play for the national team together. Couple that with in Germany and Spain there being fantastic coaching and a footballing methodology ingrained throughout the country.
Otamendi goes from playing in a fantastic back 5 to playing next to a bunch of no marks. What do you expect him to do?
Same could be said for plenty of them out in Russia.
