Most is but some of the restaurants in the northeast corridor of the US serve outstanding Italian food. I've eaten in Rome, Florence, Naples, and Calabria and too many times to count in NY, NJ, and Philadelphia. There are some discernable differences but the quality available in those locations is exceptional. Toronto, Canada is also very good. I grew up on Italian cooking and you'd have to travel far and wide to find a bigger foodie than my Roman born father. He'll always give the nod to Italy with the exception of my mother who was known to be an outstanding cook in a neighborhood of outstanding cooks, lol...I think most Italian food outside Italy is pretty ersatz tbf!
