radiators upstairs are prob about 20 years old, but anyway same problem with one about 5 years old downstairs.
The awkward fooking bleed valves wear a little and won't turn anymore, can't grip them.
So 2 radiators upstairs are cold apart from very bottom.
Can a good plumber do anything to fix this problem?

Is it not just a matter of getting a pair of these on the end of it?

Yep, replace the bleed valve assy.

If you are invited to go to fix a lonely housewife's plumbing, be sure to ascertain exactly what she wants done before you start unbuttoning your boiler suit.

If only someone had tipped me the wink regarding this I wouldn't be on the run right now.

Hindsight eh?
