How do you create laws, policies and procedures to combat this?

If there are none, then simply have to get up tomorrow and carry on. The biggest question will be the immigration status of the people involved, as that may well further inflame the issue, and possibly the election.
 
Why are these lunatics always known to the security services yet they are roaming around Europe with guns?
Having said that the police foiled another attack in Marseilles on Tuesday when guns and a large amount of explosives were uncovered
 
Don't know about a lot of people,but don't think I would be going to Paris anytime soon,just seems no end to this, it goes quiet for a few weeks then another incident,their not sure now if there is a second gunman ..

There's possibly many thousand's of wannabe terrorist's on the continent, you can't watch them all 24/7, especially with open border's. It costs the UK billions to watch our own Islamic extremists.
