I think the problem is, they still don't know what level of immunity, if any, it will give you.

keep the furlough scheme in some form, get these tests out and as many people tested for antibodies. Take the chance on immunity as we have to do something at some point to move along (or the science is more clear by that point), then remove the furlough scheme for those who've come back positive and keep it for those who haven't (or are classed as vulnerable), until such a time we're clearer on the science and either moderating symptoms over-the-counter or have a vaccine ready.

This appears to make some sense although no doubt you will be ripped apart on here by some. Fingers crossed we reach a point soon where a degree of normality comes back to civilisation and we can go about our daily business without all the restrictions in place. I do think though this time will only come when a vaccine is available or conclusive evidence that immunity exists. That said even if 5m of citizens have immunity it means 60m+ don't!

it's why we also need to keep focus on over-the-counter options to moderate symptoms, so we have fewer severe cases and it causes less damage, that's a positive enough intermediate step where by you'll lose people for a week or 2 like you might with flu but they won't need hospitalisation and it will work effectively on enough people to not worry about R as much because the spread will be less harmful. That's the only main way I see us effectively getting through the next year to a stage where we can use a vaccine, we need something that's able to moderate it.
