That is an absolute joke of a decision for a number of reasons:

1. it was never a penalty
2. It should never have been retaken
3. Surely the original penalty taker has to retake it.

I don’t get how in the first half, United had a penalty decision turned down due to accidental contact, but that accidental nature doesn’t apply to handballs.
