This is exactly how I was thinking about it.

On average 1.3 goals per half in a Premier League game, std deviation of roughly 0.7-1.0 goals per half. That means roughly a one in three chance of two goals or more in any given half.

Which means roughly 10-15% chance of both of them turning this around.

That of course is not taking into account any of the context and refereeing. So they'll probably both do it.
The referees have got carte blanche do do whatever they want backed up by VAR and PGMOL. The PL just turn a blind eye to the shenanigans.
