Yes necessarily. Assuming the team wants to push to be better, they can of course stay in their lane.

Make a list of the top 5-10 keepers in the world.

Now look at your list and notice almost all of them are better on the ball than Lloris.

No a goalkeeper does not need to be good at passing. It's better if they can pass but even in recent years teams have had success with keepers who are notably limited with the ball at their feet.
