Have you watched the replay? Carefully? Whatever about handball, there clearly is no offside. The player lying on the deck in an "offside" position patently made no attempt to play the ball and therefore is rightly (under the current rules) not flagged as he isn't influencing play by, for instance, making an attempt to play the ball or by being in the keeper's eyeline.
