Genuine question. If Fulham passed it around the box a few times after the handball would it still have been disallowed?
Only if they're playing against city. I.e. west ham this past fall
 
Possibly not. Would depend if they classed it as the same phase of play. Its got so many flaws to the law, the biggest one being if it was the other way round and the attacker hit the defenders hands it would not be a pen.

Fully agree with your comment, but in this case VAR has done exactly what it should. It's the tinkering with the rules that is the problem, it's got to a stage where so many fans don't even know what the rules are. Which means even less people will back VAR as even when its getting the decisions right people think its messing up.
