We've got a cheap table purchased from Asda or Argos or somewhere. It is just some kind of board with a fake wood vinyl veneer thing over the top. Unfortunately my 2 year old in a fit of dismay and disgust at the result yesterday decided to rip half the veneer off. Understandable in the circumstances.

Does anyone know if I can purchase a vinyl or veneer to re-cover the table?

You can put anything you want on it but I would just chuck it. Not worth the time or money if it was cheap like you say. Throw a table cloth over it.

Probably vinyl wrapped mdf.

Unless it is melamine faced chipboard?

Both are only done during manucfacture, there is nowt you can do.

Wood can be polished or sprayed but I doubt it is wood from what you say.
