I have thought this to be the case for years. The introduction of VAR will make no difference either as it's operation will be wrapped in corrupt practices.Which is standard for the rule-making machine that is the FArce! Everything they do appears to be shit! They haven't the faintest idea of what 'justice' is about! They can no more be even-handed nor fair-minded than they can kick Wembley into Bromley! I am beginning to think that they deliberately put together a package that clearly displays a total lack of fairness!

I rather suspect the latter so it would still be a penalty!
