Returning goods and getting payment back

My dad bought a TV off a site on the net. They said it would be delivered between 5-7 days, my dad rang up on day 8 to cancelled the order, because it shouldnt take them 8 flaming days to get a £500 TV which was in stock to his house.

They said they cant cancel the order until we refuse delivery and it arrives back at the distrbuter and even then it could take 30 days until the can pay the money back.

This smells of bullshit to me and ive suggested ringing the credit card company up to say it was an unauthorised payment. He wants me to double check he can do this before he does it? Does anyone have an advice? This is company is a sister arm to Comet (surprise, surprise) and they are taking the piss. Its day 10 and its still not come so my dad cant refuse delivery.
 
The distance selling regulations kick in here. You have the right to send it back but they have the right to take their time over paying you back.

You can only cancel for it "being late" if you have stated that "time was of the essence" when you ordered the item and most places' terms and conditions of sale expressly prohibit that.
