Your second sentence says it all - Cameron - "no ifs,no buts, this is one promise that must be kept" (reducing net migration to tens of thousands).
Your final sentence is a clever piece of revisionism.

This isn't the real picture though is it? Most of the economic migrants take poorly paid jobs and then claim more in terms of in work benefits than they pay in tax plus they place a burden on our services such as the NHS

Maybe a simple solution would be to stop any EU migrant from claiming in work benefits for the first five continuous years they are here or maybe until they have been in employment for a total of five years.

That would put a natural filter on the immigrants, it would relieve pressure on services and it would mean that employers can't just ship in migrants to do the bottom jobs at poor rates of pay. They would then have to crease wages to attract British workers.

Good plan?

Labour created the deficit and they also encouraged an open door immigration policy so that doesn't scan

Nothing wrong with immigration

It's just uncontrolled immigration that many of us object to
