With any luck, Putin and the Russian Generals share this opinion.
It's been reported (I saw such reports prior to the invasion of Ukraine) that Russian generals think that deployment of short range nuclear weapons is a viable military strategy. They argue that the West will be too cowardly to respond in kind and that deployment of short-range nukes is an easy path to victory.

I assume the Orcs want Ukraine to fire back which would draw Belarus firmly into the conflict.20 rockets were fired at the village of Desna in Northern Ukraine.
All 20 were fired from Belarus.
This was Saturday afternoon.
