Japan was helped post WW2 because the allies realised 20m+ people were going to die of starvation otherwise.

It had nothing to do with 1919.

People don’t realise that over half of Japanese deaths in WW2 were from starvation.

West Germany was invested in because the USSR took over East Germany and it became the front line of the Cold War.

This was the motivation for lightening the restrictions on German industry, from a cap of 25% of pre war levels to a cap of 50%.

Obviously capping industry at 50% of prewar levels is still an incredible punishment and not helping growth at all.

Again, nothing to do with 1919.
The post 1945 restrictions on industry were quickly ameliorated and gradually removed over a few years.
Incidently, certain rationing, eg flour, was introduced in UK at this time when there had been no rationing of these items during the war. This was because of a shortage of food in Germany and your quote refers to Germany. Bert Trautmann referred to this when telling how his workmates clubbed together to give him a parcel of food to take with him on a visit back home.

They can’t stop buying oil and gas from them. Same as we can’t stop pouring cash into China. The west has been asleep at the wheel for decades now, all in the name of capitalism. If things start to cost more, outsource it, sack the local workforce and make profit. Don’t ‘waste money’ on fuel storage options, just buy it when you need it, it’s so cheap. What could go wrong?
It was Ostpolitik rather than naked capitalism, though I grant you the profit motive was strong too.
