It is but it should have been communicated from the start as it only caused unnecessary animosity.Reading through that, seems pretty fair to me.
Of course there are TWO types of adult Cityzens membership and it needs clarifying I guess looking at this FAQ from the site ...They have to be on your friends and family list so will need to have a Cityzens Membership

My account manager created an account for my friend who came to Everton with me as they had to have details of who was attending. Can anyone clarify if the standard Cityzen membership can be added to a seasnoncard F&F? Only a £10 difference of course in membership.
Yes I just looked and if you go into your ticket account and then manage relationships you can create an account for anyone under 13, but those 13 and over have to do their own.
