I don't know about the best, but certainly the most astute.The penny has dropped with Samuel. He is the first journalist to realise that the old sport of 'nothing to write, lets slaughter City' will blow up in the faces of Custis and Co. It's good to see City taking a harder line with these parasites and it won't be too long before you see others doing the same as Samuel.
