Should financially rich clubs support struggling non-league?

I think all PL clubs should contribute to preservation of other clubs. However, that money should be 100% for ground improvements, promotions of that club's games, and community work. It should give that club a chance to generate sustainable revenue. Someone can surely oversee it. Maybe not UEFA or FIFA.
 
If a small football club is badly run like any other business they go bust.

Tesco or M&S don't help out market traders.

Gifting badly run football clubs would just encourage them to continue to lose money.

Would you like the bigger clubs to put £40 on your season ticket to bail out the moston red socks?
