I don't believe that to be true mate. Surely they are all bound by the same legislation on smoking in an enclosed public place. City still own the stadium and as they did for Springsteen last summer they can still over rule the promoters or artists management on things. The steward could not give me a good reason for why they were being allowed to smoke for a concert. I wasn't having a go about it I was just asking why they did for a gig and not for football. Personally I believe they see the crowd being a bit more civilised and manageable for a gig and that's why they allowed it.

Heard a city steward (supervisor) tell a showsec steward (seemed to be someone higher up) that there were loads of people smoking in the 117 toilets, he just laughed and said there it's not worth bothering trying to do anything, there are only ?? (possibly 60, but couldn't hear it properly) of us working and there are more of them than us.

Must admit I was shocked by the amount of smoking at wembley, I've mostly sat level 2 or 3, it's never been a problem.
 
Its worse at away games, at Stoke and Wigan. My main gripe is that they stay in the smaller bogs making it difficult for us 50+ year olds to get to the loo.
 
I would happily ban all tobacco products before midnight tonight but the liberals would blow a gasket.
