Manchester City – whose sister clubs in New York and Melbourne are turning them into an international sports franchise – are developing a working relationship with the French side St Etienne, with which Uefa president Michel Platini has strong links.

City representatives were reported to be at the club’s training ground discussing a possible youth-academy partnership. A link with the Ligue 1 side – who have a reputation for developing top talents, including Chelsea’s Kurt Zouma – could give the Premier League champions an advantage in the pursuit of French talent.

It would also bring them into contact with Platini, who has retained his links with the club he played for from 1979-83. City’s relationship with Uefa has been difficult in the past few years, with the club unhappy at being found to have failed Uefa’s Financial Fair Play. A stronger link with Platini would be valuable.

Reports in France suggested there might be preferential treatment for City when pursuing the purchase or loan of St Etienne academy products. The club are currently trialling Manchester City midfielder Divine Yelsarmba Naah, the Ghanaian 18-year-old who recently returned from a loan at Stromsgodset.

City said on Wednesday the links between the clubs were based on relationships between their scouts but that no formal alliance was yet planned.

Meanwhile, Aston Villa are back in the running to sign Manchester City winger Scott Sinclair after resuming talks over a possible move for the player, who has struggled to fit in at the Etihad.

Villa manager Paul Lambert said last week any deal for Sinclair was dead but it has now been revived, with a loan the most likely outcome. Sinclair has made just three starts since signing from Swansea in 2012.

Manchester City plan to link up with St-Etienne confirmed by president

St-Etienne have confirmed that Manchester City are seeking a partnership with them which could establish a production line of young French stars for the Premier League side.

The Independent reported last month that City representatives had been at the French club’s Centre de l’Étrat training ground, discussing a possible academy partnership agreement. The St-Etienne co-president, Bernard Caiazzo, has now confirmed that their sporting director, Dominique Rocheteau, has met City on a number of occasions to discuss a link-up.

“It all looks very serious. City have been impressed by our talent for producing players of Champions League standard. These people are willing to work in depth,” Caiazzo said.

Prime benefits to City include a chance to sign players of the type St-Etienne have produced in the past few years – Chelsea defender Kurt Zouma, Napoli left-back Faouzi Ghoulam and Atletico Madrid midfielder Josuha Guilavogui are all products of the French side’s academy – and a chance of Ligue 1 games on loan for some of their own academy players.

The Under-21 Premier League has not been of a high enough standard for City’s elite development squad to be prepared for first-team action in the Premier League and City have had to look to place their young players overseas.

With City’s academy manager, Patrick Vieira, acutely aware of the best French talent, the club have had a keen interest in that area. Vieira was involved three years ago in the pursuit of one of France’s top youngsters – the then 16-year-old Le Havre midfielder Olivier Ntcham, who is now in the City elite development squad.

There is a sense in France that City may get preferential treatment under the partnership if they pursue the purchase or loan of St-Etienne academy products.

Talks between Manchester City and Saint Etienne appear to be progressing rather nicely as the Premier League champions look to build an alliance with the French club for the benefit of both parties. This week's edition of France Football have a small piece on the plans and explain how it would work for both clubs.

Bernard Caiazzo, co-president of Saint Etienne, has confirmed talks are ongoing and France Football have spoken to football economist Vincent Chaudel for his view on the situation. Chaudel is quoted as saying "Now City prefers to take talent early. Since France is recognised as a good school for player development, then City could send their young players to ASSE.
"In practice, this agreement may be in two different age categories. Between fifteen and eighteen years, the youth of the Citizens come to tougher youth competitions in France. Between eighteen and twenty-three years old, the players too tender for the Premier League would reinforce the professional team of its subsidiary."
So why don't Manchester City just go the whole way and have their owners but a French club for a relatively small amount, and grow the City empire? Well, they're not allowed to. In theory Saint Etienne could get into the Champions League and you can't own two clubs in the same competition, explain France Football. The same theory would stretch to many French clubs given the changeable nature of the league and European qualification there and so buying a club isn't practical.
Chaudel added "In principle, it's interesting, but we must see the contract, including conditions on the number of players and the intervention of the coach in the choice of the latter."
 
It's our version of what Chelsea have with Vitesse.

I also see it as a club in which we can send South American players to, we may be able to buy them but not register them because of work permit issues at City but a loan to Saint Etienne with the hope of getting a work permit later on will be likely option.

I'm not sure about that. I think it certainly has shades of the Vitesse deal, but this is not exactly unique to us. We've signed agreements with a handful of other European teams to get first refusal on their youth talent (Sporting Lisbon are the name that sticks out, but there are others I believe) while we have bucketloads of teams we've signed agreements to loan players to. I'd be happy to be proven wrong, but I doubt that St. Etienne will get more than a player a season off us - certainly nothing like Vitesse, who at times seem to have half their first XI made up of Chelsea loanees.
