A friend of mine from Balkan has pretty much confirmed this deal.

He firmly believes this is a good deal for City. Savic is a proper talent!

Just did a quick sweep of Twitter and found only one mention from a Danish guy, who says the Serbian media are linking us with him. The guy says "good signing if true" so don't think we've signed him.

Article from last year when Chelsea were linked to him:

His name is Stefan Savic. Not too many households outside the Balkans will know who that is. If it helps at all, he made his debut for Montenegro in August this year.

Still nothing? Well, he’s a 19 year-old centre back, currently playing for Serbian side, FK Partizan, and Carlo Ancelotti likes the look of him. Chelsea’s recent defensive troubles have sparked a media frenzy, with practically every big name player being mooted as the solution to Chelsea’s problems.

But all of them have been established players, most of them already playing at big clubs with no obvious reason for wanting to leave. Savic is the first potential target to address not only Chelsea’s current problem at the back, but also their ageing squad which, for the first time, has started to look weak, or at least not what it once was.

If Chelsea can unearth another Nemanja Vidic, and pay £7m for a defender who could give them 15 years of service, they could go a long way to solving the problems, current and future, which have seen their title challenge stall.

Seems like one for the future then, have to say, never heard of him before now.

If true, sounds like the sort of deal many City fans have been clamouring for: find the next <insert name, in this case Vidic> instead of spending premium on the current one.

And considering we have no lack of CBs, he'll have time to bed in if we sign him.

The deal may not be closed due to work permit issues.

Im not sure on the rules, but he made 28 club appearences and 6 international appearences last season. He also had a trial at Arsenal, surely that wouldn't have happened if it wasn't possible. Perhaps thats why he didn't sign though, according to Wikipidea a deal was in place.

I think he would of had to play in 70% of his national teams games in last two years, and if theyre above 70 world rankings i think.

dont quote me though, we can always loan him back mind.

He had a trial with Arsenal 18 months ago and they were offered for him for something like couple of million and they declined. But he has improved alot from what people are saying. it makes sense as he has played alot of first team football since then

I don't know anything about him, but he sounds like he's a promising up and coming defender without the young english price tag.

SOS KANAL: Manchester fed takes Savic!

Partizan defender and Montenegro national team for seven million goes into the camp of "citizens". Work agreed Dragan Djuric and Roberto Mancini.

President of black-white Dragan Djuric, traveled to Italy for the Chileans Labrina from Palermo, but it is pre arranged transfer Stefan Savic in today's richest club - Manchester fed! In determining the emergency channel, transfer supertalentovanog defender will cost, "citizens" of seven million. Twenty-year defender probably will stay in Partizan for another six months, given that the number of matches played for the senior national team of Montenegro still does not meet the requirement for obtaining a work permit. Savic at the end of August 2010. moved to Partizan from KSF, as a reinforcement for the Champions League. Nearly a year later, waiting for him Premier League, bright blue shirt, Tevez, Silva, Baloteli, Kolarov, and other classes Sitija ... (MONDO, photo: MN Press)

B92: Savic in Manchester Sitiju?
SOURCE: B92
Partizan Senior Stefan Savic could during the flight to cross the Manchester City, B92 has learned.

<a class="postlink" href="http://www.partizan.rs" onclick="window.open(this.href);return false;">http://www.partizan.rs</a>
English premijerligaš interested for the young defender, "black and white", and if the transfer is not realized during the flight, then Savić to the island for six months. In Partizan said that the Montenegrin national team will leave Hum while for him to find an adequate solution.

Partizan lost his defender at the end of two seasons. Mladen Krstajic has decided to end playing career, and Marko Jovanovic is the new Senior Vistula. Savic problem could be to represent and work permit since he needs to play three matches for the national team of Montenegro. 20-year-old football player came to Partizan last year, in 20 games scored one goal.

By the sounds of that last bit of the second one... if this happens we may need to loan him straight out until he earns a work permit. God the laws are stupid regarding this in this country

Seems to be a done deal but this work permit issue is concerning - will we get the McDonald Mariga treatment again or will we get some leniency like the rags, because I think there is a rule where exceptional talents can get work permits?

If we can't get a work permit, what country would we have to send him to for him to get a quick passport? Belgium?
