Only decision they could have arrived at, really. Not sure who was advising the government but they are absolute fucking charlatans.
Govt policy on this is perfectly rational.
1. Conflicts in Afghanistan, Syria, Ukraine and now Palestine mean there will be rising numbers of refugees to the UK, regardless as the what the government does.
2. Immigration is unpopular with a significant slice of the population.
3. Being unpleasant to immigrants is popular with a proportion of those.
4. Investing in policies like Rwanda to demonstrate that they hate refugees just like the people in (3) is worthwhile, regardless that it is doomed to failure for both legal and practical reasons (nobody ever expected any more than tiny proportion to ever be sent there).
5. Exacerbating the problems actually helps govt, as it keeps their nastiness in the news.
6. Being found illegal helps them, because it sets up an external enemy (judges! European judges!!) to blame.
TL;DR: Stoking division is much easier than solving problems.
