People label players "superstars" when they aren't, they are merely very good player. IMO a superstar is a small band of player, probably less than 10, who have global status and are both a marketing figure and one of the best players in the world... a "galactico" basically. IMO the only "superstars"/"galacticos" playing currently are:
Kaka
Messi
Ronaldo
Torres
Buffon - equally good as casillas however imo, more widely recognised
David Villa
Terry

and thats it, there are worldclass players as well though, like
Drogba
Rooney
Robinho
Etoo
Henry
Aguero
Tevez
and lots more.

but surely that is dependant on how the club buying him values him, we could easily buy bramble for 30 million, but that doesnt make him a superstar.

Trouble with list building is it becomes about opinion where would you place Gerrard, Iniesta, Xavi, the former in Liverpool would be deemed a superstar Iniesta and Xavi would they be worth more than 30m and therefore now be classed as superstars those two simply destroyed the rags, No one has mentioned Ronaldinho. For me I am content to see that the players we are linked with or sign to ask yourself one question are they better than what we have in that position they are being bought for, if the answer is yes don't give a stuff how much they cost it means the team will improve, if no then the proof of the signing will be in the eating when the season starts because by the signings makes will determine in a couple of months whether he has a job or not.

I actually had Ronaldinho in my list but took him out due to fear of being verbilly assualted, Gerrard, you are probably right he could be a superstar
