As far as I can see, this is the way it works. the SC has to register its members' supporter numbers with the club. When they apply for tickets (which is well in advance of them going on public sale) they say how many they want. The club assess the requests against the likely criteria and decide on allocations.
So if they think a game will go to 3,500 points, they wouldn't allow an SC to have any more tickets than people with this number of points. But if an SC applies for 30 and only gets 20, the club has no way of knowing who is getting those tickets. When the club give the tickets to the SC, they can then allocate them as they like and anyone who has the required number of points can also apply themselves in the normal way when they go on sale.
