Ha ha, Telegraph obviously spending big on researchers nowadays.

Antonio Valencia, the Wigan midfielder, is a potential transfer target for Villa manager Martin O'Neill, who is rumoured to be readying a £7 million bid for the Valencian.

I agree with this, however if City really wanted to (not saying they would) but Tottenham could actually sign Wright-Phillips register him but not be able to play him, see below:

Players may be registered with a maximum of three clubs during one season. During this
period, the player is only eligible to play official matches for two clubs. As an exception to
this rule, a player moving between two clubs belonging to associations with overlapping
seasons (i.e. start of the season in summer/autumn as opposed to winter/spring) may be
eligible to play in official matches for a third club during the relevant season, provided he
has fully complied with his contractual obligations towards his previous clubs. Equally, the
provisions relating to the registration periods (article 6) as well as to the minimum length of
a contract (article 18 paragraph 2) must be respected.

This transfer is not going ahead because personally I do not see why SWP would even consider such a move, anyway lets hope the telegraph get their heads around the article introduced by Fifa and implemented by the FA and stop writing stupid speculation.
 
There is a number of reasons why this wont happen.

The first one is the obvious glaring one of him not being allowed to play for three clubs in a season

The second is that the twitcher has already been told that he will have limited funds to spend and SWPs value will be no less than 15 million im not sure why the papers keep quoting what we paid chelsea for him .

The third one is the owners clearly want to see the fans happy so why on earth would they risk that by selling the clubs favourite son.

I think this is a story being peddled by the twitcher to unsettle people because he is well p1ssed that we are getting diarra instead of spurs!
