It sounds like he tried to jump in a minicab which he hadn't pre-booked and the driver rightly told him to fuck off. They can lose their private hire licence for picking up a fare which hasn't been booked, and any black cab drivers who witness them doing it are more than happy to grass them up.
He's effectively having a racist rant at someone who wasn't prepared to risk losing his livelihood for a few quid.
