If you look at who didn't vote then indeed that vote would of gone very differently.
It's very close. I wonder how much was known about the non-Conservative votes that wouldn't be cast. I would expect a few more govt votes would have happened if needed.
Of the available 279 non-Conservative votes, 28 were paired, leaving 251 maximum. If
13 Conservatives voted against, that means 219 of them voted, leaving 32 across all parties (excl. Sinn Fein) that didn't vote for some reason. I haven't looked to see how they break down by party.
