Your interpretation. The reasonable one is that he sees Messi considering a coherent sports project irrespective of money since he also says in this interview that Leo staying would not be about money since clearly Barca could not compete with more lucrative offers

The upshot is that if Laporta wins, he feels confident he can convince the player. Precisely the best case scenario considering where we were in August when he had decided to leave. Now, he simply has one foot out the door
 
Looks like PSG players are starting to sound out Messi, first Neymar and now his Argentina team mate are ready to “Welcome Messi with open arms”

If it just comes down to sporting project I would guess he'd choose to go to City just based on time pressure. If he was a younger man he'd probably stay at Barcelona but realistically he's got 2-3 seasons. Barca would be saying "we're going to rebuild" *again*, and City would be saying "Pep has been laying the foundations of this new project for two years and it's starting to come together".

Obviously I appreciate many other factors will play a part.

Barca are potentially sacrifficing anywhere between 50-100m by refusing to sell Messi who doesnt want to be there.....and thats before you get to th wages he will cost them between the start of this season and when he leaves (if he does)

Now of course Garcia will play for many years beyond Messi whereever he does end up so it cold be argued that they are getting thre money back this way and of course they could sell him on......the counter argument to that is the fact whether Garcia is good enough plus the loss of revenue through sponsorship that Messi brings in

Yes but that won't stop Messi's friends (Neymar and argentina team mates) to try & convince messi to join PSG. As long as Messi's contract situation is open, we will keep hearing these kind of statements.
 
If Messi does go to PSG, I think the main issue is that it highlights we can never secure the very elite players for whatever reason. It certainly lessens my optimism that we could land Haaland.
