The whole point of the petition is to give Jo public protection from anyone going round calling themselves a builder. If a plumber or a gas fitter needs a licence... why shouldn't someone who has potential to cause more damage.You can read the full story amongst others on the website here

Problem is there is nothing in that report other than he said/she said.
With a legal outcome in your favour you'd probably get support on here.
As for letting non-qualified people work on your property.....do some research first. Similar to holiday bookings etc research is key.
