Another conspiracy challenge. Here are the stats for Michael Oliver. Actually showing that Everton come out on top for most penalties (0.34). Next Liverpool (0.28) then City (0.25) and Man Utd (0.21). So actually not a lot in it.

Meaningless without the number of games played. I have never seen anybody score 0.34 of a penalty. :-)
