I always find those who declined honours more interesting, with the exception of Michael Winner who is just a dick.

The point is that if you're a businessman and you give a certain amount of dough to the Tories, they'll give you a knighthood to make your future earnings even more lucrative.
And to prove it isn't elitist, they have to give lesser awards to plebs like Gary Barlow and David James for services to the working class.
I will be a proponent of the 'honours' list the day after a school crossing operative (see what I did there) is elevated to the Privy Council, instead of being fobbed off with some base metal medal that alludes to the days of the Empire. And for those not familiar with the Empire, it was a cinema on Factory Lane!
