Bale won't leave this summer, there's a very small chance of it happening and more likely that he signs an extension. Also if he does leave it will only be to Real Madrid, there's 0 chance of him going to another Premier league club.

If Bale goes, which is in the balance if you don't get in the top 4, it will still be for around £40 million. I would expect that to be AVB's transfer budget. I agree with everything you said except for the press hammering AVB. I think they will understand he did a good job.
I mentioned before how Levy makes mistakes by wrangling over a million when a player would be vital to the team. Javier Martinez is a perfect example of when you need to pay over the odds to get a player to complete your team. Not doing so will cost you in the long run.
