Napoli are in the CL and will have around £50m to spend from Cavani deal as well as CL prize money. Spurs meanwhile have Europa league and a tight board.

I think it's much tougher for Spurs to become a regular top 4 side than it would be for Napoli. Their last 4 league finishes have been:-

2012-13 - 2ND
2011-12 - 5TH
2010-11 - 3RD
2009-10 - 6TH

It's easier to break the top 4 in Italy, in the last 4 seasons in England the top 4 has consisted of:-

United 4 times
Arsenal 4 times
Chelsea 3 times
City 3 times
Spurs 2 times

So just 5 different teams. Compare that to Italy:-

AC Milan 4 times
Juventus 2 times
Inter Milan 2 times
Napoli 2 times
Udinese 2 times
Fiorentina 1 time
Lazio 1 time
Sampdoria 1 time

So that's 8 different teams. You've got to go back to the 2001-2002 season, so back 11 seasons, before you get to 8 different teams having finished in the top 4 in England (Liverpool, Everton and Newcastle). Now it's true that recently Italy lost it's 4th Champion's League spot to Germany, so only top 3 qualifies now, but even so the league is far more competitive in terms of your chances of breaking the top sides.

Fair point, the flip side is it's now only 3 spots for the CL in Italy so that balances it out.
