Tipping

Do any US states have a minimum wage ?
If raising the price of a meal ensures someone gets a decent wage but stops someone going out for one, tough. Pay staff what they deserve and tip for good, polite service.
That just encourages shitty wait staff, there needs to be hustle and efficiency or you get what you have in England

Got talking to a Hooters waitress whilst on a road trip, she told me the company policy on dress code was to wear 3 pairs of American tights.....

Just out of interest, how does it improve the efficiency of staff if they expect a decent tip regardless of the quality of service?

I remember years ago going back to Jolly Old and having a few beers in my old local. I left Mike (landlord) a tip on the bar, he was not impressed
Many, many years ago I worked regularly in a local village pub, either behind the bar or at tables and occasionally would be offered a tip. I was embarrassed for it to be offered to be honest. I didn't like it either and if really pushed would take 20p.

I'm always courteous and polite to any staff, because that's the way I am, but I still don't agree with the 'compulsory' or 'expected' tipping system.
