It's the best way to take penalties, almost all of the near 100% penalty takers have some sort of pause or delay in their action, and 90% of the time the keepers can't help but dive 1 way and they just roll it into the other corner. And with Jorginho, he still has enough power to beat the keeper if they don't take the bait and stay still.

Yep, only time I’ve seen it fail was against Ederson in the League Cup Final. He just stood motionless and it freaked Jorginho out. He’s probably practiced those motionless keeper situations more since then though.
