Means that the club don't want to announce the size of the fee in case of negative publicity or someone (agents, the selling club) complaining. Seems pretty simple to understand really.
 
It´s more or less becoming the norm nowadays..

But given the fact that we got add-ons, sell-on clauses, bonus schemes etc it´s almost impossible to know what a player will really cost even if the transfer fee was disclosed so it hardly matters.

I agree, someone wants to keep it quiet for obvious reasons, and the other side agree to allow the transfer to conclude.
 
Probably one of the big reasons is that selling clubs don't like to announce their figures as it inspires their fans to turn around and go "you sold our best striker for how little?!?!"

So should Torres to Chelsea.

To be honest, in both cases, the clubs probably tried to hush up the fee, and simply failed.
