The problem is that there's been no strategic direction whatever in the club. With City, irrespective of who the manager has been, you can see a direction of travel in the football administration for the kinds of players they've wanted - and then find a manager who fits into that. At United, you've had Ferguson's signings, then Moyes signings, then Van Gaal's signings, and then Mourinho's signings. Each of them has been lumbered with players they don't want, and a board that doesn't know what it's trying to achieve. It's a hotch potch of about four different teams and styles.
If they really wanted to do something, they'd back Mourinho to totally overhaul the entire squad with players that he actually wants. But they won't, because they're not sure if he'll be around for long. United are the absolute epitome of loads of gear, no idea.
